PLEASE NOTE: THIS SECTION IS UNDER CONSTRUCTION AS VILLAGE STAFF ADD SOME NARRATIVE TO HELP THOSE WHO WISH TO UNDERSTAND THE CONTEXT OF THE VILLAGE’S RELATIONSHIP WITH THE ISLAND HOUSE PROPERTY, WHERE THE ELK RAPIDS DISTRICT LIBRARY IS HOUSED.

On March 31, 1948, a special meeting was held for Elk Rapids Village Council to discuss the proposed gift of the Island House property from grantor/donor Katherine Dexter McCormick. Council accepted the gift with a unanimous vote.

The Island House property was officially deeded to the Village and recorded at the Antrim County Register of Deeds on April 29, 1948. There were restrictions in the deed to ensure that the property would be used “and benefit . . . the Grantee and its residents” for the purposes of public use for “a park, library, place of assembly, village hall, and for community center purposes generally.”

At the May 17, 1948 regular meeting, Village Council presented a resolution affirming the parameters set forth in the deed, that the property would be used as the “Elk Rapids Library,” and to thank Mrs. McCormick “for her generous gifts of the Island property and its contents.”

Council noted at the regular meeting of March 16,1959 that the Island House property was in need of repair.

On April 21, 1959, Mrs. McCormick deposed that “It has been brought to my attention that, in order to assist in the adequate and proper maintenance of [the Island property] for such purposes, it is desired to have the Township own the property jointly with the Village.” She then went on to clarify that she had no objections to the property being jointly owned by the Township and Village so long as “the property will be continue to be used for the public purposes and subject to the restrictions set forth in the deed of April 29, 1948.”

At the May 4, 1959 regular meeting, Village Council voted “that a request be made for the Township to take joint ownership of the Island House property along with the Village.”

At the March 14, 1960 Special Election for the Township and Annual Election for the Village, the Township voted to raise the tax rate by one mill to help pay for the maintenance of the Island House Property and the Village electorate voted in favor of conveying half of their interest to the Township. Based on this, the Village Council formally voted to “repeal [the] Island House Ordinance and take necessary steps to write up a new Ordinance with half ownership to both Village and Township.”

On May 9, 1960, the Village of Elk Rapids deeded one-half interest to the Township in order to share maintenance costs of the building.

The council minutes of June 6, 1960 show that the Village and Township agreed to set up a new board to oversee the affairs of the Island House Property and to suggest a new Ordinance.

On March 27, 1960, a special joint meeting with Village Council, Township Board of Supervisors, and the Board of Island Commissioners gathered to discuss the proposed amendments to the Island Property Ordinance.

In a letter dated September 20, 1978, the Village President requested that Attorney Stanley Burke provide various documents regarding the Island House.

A stakeholder meeting event was held July 15, 2019 to discuss alternative routes throughout the Village.

COMMUNITY OPEN HOUSE – PUBLIC INPUT SUMMARY (PDF)

• Village Government and TART Trails organized a community-wide open house on September 16, 2019 to educate the public on the trail process and gain public input on the project. This event was advertised on several social media pages, posted in the Elk Rapids News, and in the notice box in front of the Village Offices.

• On March 3, 2020 engineering firm C2AE provided the Village with a report that compared the different in-town route options.

ADJACENT LANDOWNERS OUTREACH MEETING

• A special meeting was held on March 9, 2020 at the Village Offices for landowners adjacent to the then proposed trail route through the Village of Elk Rapids. The goal was to hear the input from those who reside along the potential route.

• LANDOWNER OUTREACH INVITE (PDF): This letter was the sent out to adjacent landowners for the March, 9, 2020 meeting.

• NEW OWNERS INPUT INVITATION (PDF): When it was discovered that new owners along the proposed route might not have received a letter for the March 9, 2020 event OR if they moved in after that date, this personal invitation was sent out to gather opinions of the new residents.

POLICE CHIEF LETTER (PDF):

• On April 20, 2020 Police Chief Centala wrote a letter advocating for the S. Bayshore Route based on the merits of public safety.

IN-TOWN TRAIL REPORT AND RECOMMENDATION (PDF)

• After a vigorous planning and public input process, then-Council Trustee Melissa West wrote a recommendation on July 2, 2020 for the in-town trail. Included in this document are the 1) summary of the 7/19/19 stakeholder meeting, 2) summary of public input on 9/16/19, 3) Engineering Analysis from C2AE, 4) summary of adjacent landowner meeting help on 3/9/20, 5) letter from the Chief of Police, 6) Letter from C2AE, 7) Final Map, and 8) Shared Roadway Examples.
